THE SMALL BUSINESSES IN THE INDUSTRIAL COMPLEX CAN HAVE A JOINT FACILITY FOR MEALS


19,103 WORKERS OF 7,646 COMPANIES BENEFIT FROM THE ENFORCEMENT RULES OF ACT ON INDUSTRY CONCENTRATION AND FACTORY ESTABLISHMENT(hereafter AICFE) TO BE AMENDED IN DECEMBER, 2019.

A JOINT FACILITY FOR MEALS

As the enforcement rules of "ACT" on Industry Concentration and Factory Establishment gets amended in December, 2019, more than two small businesses in the industrial complex can now set up a joint facility for meals that can be used together.


The existing enforcement rules of "ACT" on AICFE do not allow the establishment of joint facilities for meals that can be used by many companies in the industrial park. The reason is that although it is possible to set up a joint facility for food in an industrial complex under the Food Sanitation Act, the scope of in-company cafeteria is limited to extra facilities available only to employees who work for the related company under the existing act on industry concentration and factory establishment.


Accordingly, each company has its own cafeteria, while, in fact, it was difficult for small businesses to run their own ones because of economic conditions.


The survey, in reality, says that 83.2% of the companies in the industrial complex in Gyeonggi-province is small businesses with less than 50 employees and 3% of them has its own one. The workers in the industrial park far from the city center has suffered from the inconvenience of using a faraway cafeteria or of resolving meals only with delivery food.


The Gyeonggi Local Government has received these complaints through various counters such as Visiting Consulting Office on corporate complaints, Regulatory and Total Inspection on ones, and etc., and worked hard in many ways by deciding to solve them to improve the working environment and to handle smoothly the management problems od SMEs.


The Gyeonggi Local Government conducted, in this regard, a fact-finding survey on the establishment and operation of cafeteria in the industrial complex with the city and county authorities and has ,based on this, made several recommendations on improving regulations to the Ministry of Trade, Industry and Energy.


And 19,103 workers of 7,646 businesses in 118 industrial complexes are expected to receive benefits by the amendment to the enforcement rules, finally, coming to fruition.


An economic planning official said that the improvement of this system gets to be achieved by the Gyeonggi Local Government, which has listened to the voices of the companies on the spot and communicated continuously with the central government, and city and county authorities, and we will do our best to make Gyeonggi-province a good place for business by actively promoting the improvement of various systems.
