THE AIR POLLUTANT EMISSION STANDARDS TO BE ENFORCED FROM 2020 PROMULGATED

  • THE EMISSION STANDARDS STRENGTHENED BY MORE THAN 30% AND THE STANDARDS FOR 8 SPECIFIC ATMOSPHERIC HAZARDOUS SUBSTANCES NEWLY ESTABLISHED

The Ministry of Environment proclaimed that amendments to the enforcement regulations of the Air Environment(quality) Conservation Act including new designation of air pollutant emission facilities and strengthening the emission standards by an average of 30%, new establishment of standards for specific air pollutants(hazardous substance), low carbonated indoors, and etc. These amendments will be, from January, 1st, 2020, applied to the air pollutant emission businesses.


To begin with, 18 more-than-1.5MW power generation facilities of the islands, about 5,000 more-than –1,238,000kCal/hr-absorption-type heating and cooling equipment, and 24 more-than 25kg/hr –in-incineration-capacity animal cremation ones shall be newly managed as air pollutant discharge ones.
The absorption-type heating and cooling equipment must be notified and authorized by December, 31st, 2020 when installed before 2004, by December, 31st, 2021 when before 2010, and by December, 31st, 2022 when after 2011.
Also, in this amendment, the emission standards of 10 general air pollutants except bromine and its compounds has been enhanced by an average of 30% over current ones-dust(33%), nitrogen oxide(28%), sulfuric acid(32%), ammonia(30%), hydrogen sulfide (26%), and etc.


Together, the emission standards of 13 specific atmospheric pollutants such as chromium and its compounds, and etc. has been strengthened by an average of 33% over current ones-chromium and its compounds(34%), arsenic and its compounds (38%), mercury and its compounds(42%), hydrogen cyanide(20%), and etc..
And,also, the emission standards of 8 specific atmospheric hazardous substances such as benzopyrene, and etc, is newly established-benzopyrene(0.05mg/S㎡), acrylonitrile(3ppm), 1,2-dichloroethane(12ppm), chloroform(5ppm), styrene(23ppm), tetrachlorethylene(10ppm), ethylbenzene(23ppm), and carbon tetrachloride(3ppm).


According to this amendment, the emission standards of 24 specific air pollutants shall be applied to each workplace. The emission standards for 8 specific air pollutants such as methyl disulfide not yet established is to be set by the end of this year.

Meanwhile, a person operating an emission facility as of January, 1st, 2020, must file a change notification or obtain a change permit by December, 31st, 2020 if he or she is subject to Article 24 of the Air Quality Preservation Act.
